Every Year the Leadership and Staff of HBAR set new goals to achieve. 2007 was no different. As a

non -profit organization that runs a zero balance budget there is no profit margin or stock price that we can look

to as a measure of success. We judge our success on an annual basis by achieving or surpassing our goals.

The Following is a re-cap of the goals and the year end results. When reading over these accomplishments,

keep in mind that we all have an important role in the success of this Association. Good job, and thank you to all

of the members who volunteer your time, effort and financial support.

 

2007 HBAR Goals and Progress Report
BE A "CHAMPION FOR HOUSING AND COMMUNITY"

RESULTS

HBAR staff attended countless meetings throughout HBAR's service area to advocate HBAR's position on a wide range of public policy issues that affect the industry.

HBAR implemented and continues to evaluate Destination 2007, a Political Action program to elect pro industry candidates.

HBAR created and filled a new staff position - Director of Marketing and Communications.

Five (5) HBAR members served as members of the Chesterfield County Impact Fee Advisory Committee.
HBAR secured NAHB approval to add Buckingham County to our assigned jurisdiction.

HBAR and numerous HBAR members contributed to the Home Builders Association of Virginia (HBAV) Educational Foundation's permanent endowed scholarship to assist students enrolled in the Building Construction program at Virginia Tech's Myers-Lawson School of Construction. This endowment is a permanent memorial to all of the students and faculty that lost their lives in April.

EVALUATE AND EXECUTE A
"NOW IS A GREAT TIME TO BUY" CAMPAIGN

RESULTS

Based on the unprecedented participation in the 2007 Dream Home Tour, HBAR matched a $40,000 grant from NAHB to launch a "Now is a Great Time to Buy a Home" campaign. The Campaign included print and radio advertising as well as a new consumer website - www.richmondhomefacts.com.

Based on the unprecedented participation in the 2007 Parade of Homes, HBAR purchased television advertising for the event for the first time ever. All Dream Home Tour and Parade advertising included the Now is a Great Time to Buy message.

SUPPORT AFFORDABLE WORKFORCE HOUSING

RESULTS

HBAR contributed $2,500 to the Greater Richmond Chamber's Affordable Housing Task Force.

HBAR members and staff were appointed to and continue to serve on local Affordable Housing Task Forces.

PROMOTE THE ECONOMIC AND SOCIAL BENEFITS OF NEW HOMES ON THE LOCAL ECONOMY

RESULTS

HBAR engaged NAHB to conduct a costs and benefits study of new residential construction in Chesterfield County.

INCREASE PUBLIC AWARENESS OF THE CHALLENGES FACING THE INDUSTRY

RESULTS

HBAR sponsored "meet and greet" dinners with members of the Board of Supervisors and key officials from Chesterfield, Henrico, Hanover, and Powhatan Counties.

HBAR Leadership and Staff responded regularly to media requests for the industry perspective on the potential impact of government proposals on the industry.

Representatives of HBAR's Codes Committee met with building codes officials from the region to discuss issues of mutual interest. Topics discussed included how to reduce the number of re - inspections, consistent code interpretations, better notice of enforcement and interpretation changes, and regular meetings. Codes officials from Powhatan, Chesterfield, Henrico, Hanover, Goochland, and King William Counties and the City of Richmond attended.

HBAR staff spoke on the impact of land use and transportation provisions of HB 3202 to commercial real estate agents at Grubb and Ellis/Harrison and Bates and to attendees of Hirschler Fleischer's Weinburg Land Use Forum.

PURSUE NON-DUES REVENUE PROGRAMS THAT PROVIDE VALUE AND SAVINGS TO OUR MEMBERSHIP

Efforts to launch a joint health insurance and employee benefits program for members of HBAR and the Peninsula Housing and Builders Association (PHBA) are moving forward.

SUPPORT AND PARTNER WITH PRO BUSINESS AND PRO HOUSING ORGANIZATIONS

RESULTS
Seventy (70) HBAR members participated in the Home Builders Association of Virginia's "Day at the Capitol" housing blitz on impact fee and land use legislation.

HBAR members Rich Napier, Jeanie Bode and Skip Eastman served as 2007 officers of the HBA of Virginia (HBAV). Rich served as HBAV President, Jeanie as HBAV Vice President/Secretary and Skip as HBAV Associate Vice President.

HBAR EVP David Reel served and continues to serve on the Cabinet of the Richmond Chamber's Chesterfield Business Council.

SEEK BROAD BASED SOLUTIONS FOR PUBLIC TRANSPORTATION NEEDS

RESULTS

HBAR staff served on a Work Group assembled by Delegate Frank Hall charged with exploring options for public infrastructure funding, includes representatives from the Greater Richmond Chamber and the Richmond Association of REALTORS.

HBAR sponsored a General Assembly Breakfast to provide a forum for HBAR members and the local delegation in the General assembly to discuss issues of concern e.g. proffer reform legislation.

SUPPORT RICHMOND BUILD PAC IN EFFECTING LOCAL GOVERNMENT DECISIONS

YTD contributions to Richmond Build PAC are approximately $55,000.

INCREASE EFFECTIVENESS OF AND PARTICIPATION IN ASSOCIATION PROGRAMS AND EVENTS

RESULTS

The Dream Home Tour and Parade of Homes had record participation - 157 new homes and 1 remodeled home in the Parade and 60 new homes in the Dream Home Tour.

170 members attended the Sales and Marketing Council's Pacesetter Awards Breakfast. Featuring an overview of Roseland

More than 500 members and guests attended the Local Forecast Seminar, a record attendance for this event.

The Membership Directory/Buyers Guide was redesigned and now includes contact information for government officials; HBAR's Vision, Mission and Shared Values; HBAR history; Past Presidents; Hall of Fame Members and an overview and listing of Mayo Award, Hazelgrove, T.EA.M. Award winners.

More than eighteen hundred (1800) members and guests attended Builder Bash.

Approximately four hundred (400) members and guests attended the Parade of Homes Awards Breakfast.

One hundred and forty four (144) golfers -- a sell out -- competed in the Fall Golf Outing Following the tournament, the golfers and approximately one hundred (100) additional dinner only registrants enjoyed a Seafood Feast.

More than four hundred (400+) members and guests attended the 18th Annual Show-N-Tell Night. Fifty one (51) exhibitors had fifty eight (58) booths to display their products and services. This was a sell out of available booth space.

Seventy three (73) members and guests attended a codes seminar prior to the opening of exhibits at Show N Tell Night. At the seminar, a panel of local building officials discussed the latest code changes as well as other code related issues.

The Sales and Marketing Council sponsored five (5) New Home Socials.

The Sales and Marketing Council sponsored two (2) Sticks and Bricks educational seminars that provided attendees a comprehensive on site overview on the stages of new construction.

The Sales and Marketing Council sponsored a new "Dirt to Keys" education seminar. Comments from post event surveys from this event included the following:

"This is one of the most informative classes I have attended in my 16 years in the mortgage and real estate industries. Anyone considering a career in real estate or the mortgage industry should take this class."

"Well presented, informative; the interaction and input of the class participants and instructor was dynamic. Kudos to Lummie!"

The Education Committee sponsored a "Cover Your Assets" seminar, a Closed/Conditioned Crawl Space and Moisture Management seminar and developed a four part Residential Construction Superintendents course that will occur in early 2008.
The Government Affairs Committee sponsored nine (9) free lunch and learn briefings on current issues of interest. Guests included:

CONTINUE TO REVIEW CURRENT PROGRAMS WHILE RECOGNIZING PAST SUCCESSES AND TRADITIONS

Footings, the bi monthly newsletter is now posted on the web in addition to being mailed to all members. Time sensitive information is being relayed to all members weekly via a Friday Government Affairs Briefing email and a Monday Quick Update e mail.

The SMC has made significant program changes to increase the value to attendees at the 2008 MAME Dinner.

A Task Force is developing content changes to increase the value to attendees at the 2008 Local Forecast Seminar.

2008 HBAR President Gray Stettinius and David Reel attended a two say association leadership symposium for incoming Chief Elected Officers and Chief Staff Executives. Seminar topics include the fundamentals of effective volunteer - staff partnerships, current and future challenges facing associations, and knowledge based governance strategies.

SUPPORT INCREASED MEMBERSHIP TOWARDS OUR GOAL OF 600 MEMBER FIRMS

RESULTS

HBAR recently netted 98 new members in two days with the DirectDrive recruitment program. As a result of this program and a new "No Member Left Behind" retention program, total membership exceeds 600 for the first time in recent memory.

The Membership Committee continues to execute and evaluate a "No Member Left Behind" retention program.
