Welcome to HBAR Government Affairs
There are many timely issues that directly impact the homebuilding industry from steadily increasing cash proffers, to exclusionary zoning regulations, to exorbitant water and sewer tap fees, the actions of local governments can destroy the housing industry’s ability to provide a cost-effective, high-quality home for its customers.
The Home Building Association of Richmond monitors policies that affect the building and development industries in the following localities:
| Buckingham County | Charles City County | Chesterfield County |
| Cumberland County | Goochland County | Hanover County |
| Henrico County | King William County | Louisa County |
| New Kent County | Powhatan County | Richmond City |
Here is a list of a few legislative successes Home Building Association of Virginia (HBAV) has accomplished over the last 10 years and their latest Annual Report showcasing the year at a glance.

HBAR Build PAC
An important component of our political activity is the HBAR BUILD PAC. By making a contribution you support efforts to elect candidates who understand the challenges faced by the housing industry and who understand the important role the housing industry plays in the continued economic prosperity of our region. The issues surrounding growth have become the centerpiece of many local campaigns. Opposition groups have raised substantial amounts of money to be spent supporting “NO GROWTH” candidates at the local level. The HBAR Build PAC supports candidates who are for responsible growth. There are several levels of giving available. To make a BUILD PAC contribution, simply download and complete this form.
(Authorized and paid for by HBAR BUILD PAC, VA 91-138.)
