When local governments deny housing rezonings, they limit how many homes can be built—and prices rise for everyone.

OBJECTIVE

Our mission is to help volunteers speak up to their local elected officials in support of new homes.

WHY IT MATTERS

In 2025, 882 new homes were denied across the Richmond region by local governments. Meanwhile, 4,000 building permits were issued, and only 1,500 new homes were approved through rezoning action. A shrinking pipeline of new homes will mean fewer homes in the market and higher prices for everyone.

It will also mean less jobs.

Frequently Asked Questions
What is a rezoning?

A rezoning is a change to a property’s zoning that allows different types of uses or development than what is currently permitted.

Why are rezonings important?

Rezonings help create more housing choices and allow communities to grow in a planned way. They can respond to changing needs, such as housing demand.

What is the rezoning processes?

Property owners or developers submit a rezoning request to the local planning department. Planning staff review the request, evaluate the site.
